Ipinag-utos ng Department of Budget and Management (DBM) ang paglalabas ng ₱21 bilyong tobacco excise taxes para sa mga local government units (LGUs) ng mga tobacco-producing provinces.
Ang alokasyon ay ibinatay sa aktwal na 2023 collections na sinertipikahan ng Bureau of Internal Revenue (BIR) para sa shares ng LGUs.
Nabatid na icha-charge ang pondo sa 2025 General Appropriations Act (GAA).
Ang ₱21 bilyon ay binubuo ng ₱17 bilyon mula sa locally manufactured Virginia-type cigarettes at ₱4 bilyon mula sa Burley at native tobacco.
Hahatiin ang ₱17 bilyon sa mga lalawigan ng Ilocos Sur, Ilocos Norte, Abra, at La Union.
